Restrict a Vantage to user to MES only

Yes,
If you only want the individual to use MES - Do not set the user up
under the Company Maintenance - User module. Set up the employee in
payroll module and define the role for this person.

Joe,

Do not set the user up in the system in User Maintenance. Just set them up
as a Shop Employee.
