I'm trying to follow your directions:
1) Create job to produce part "1234"
2) material for Job = "1234"
3) Issue material to job (including actual serial number in this case "013" is the serial number)
4) open serial number maintenance for part 1234, serial number "013", and change job/asm/seq for material from xxxx/0/10 to xxxx/0/0...
I must be doing it wrong because all I get is "Invalid Material Sequence"
