Any RMA not linked to a sales order will always hit the cost of returns
control account set up in the company configuration. You need to link
the RMA to a sales order. The return will then hit the cost of return
account associated with the product group on the original order.
Additionally, if the RMA is not linked to a sales order and you process
an RMA credit, the revenue will hit the sales control account rather
than the appropriate revenue account.

We have looked at the product groups and tried entering different
Cost of Returns accounts there but can't find where the system would
use the product groups in the RMA process. I did a test shipment
with a new cost of returns account specified in the product group
used in the order, I then did an RMA against that order and as soon
as the part was dispositioned, it hit the cost of returns account
specified in Company Maintenance instead of what was specified in the
original product group. What am I doing wrong?
