Sales Tax question

Good morning,
If any of you do business in Louisiana, you know that sales taxes there can be a full time job just keeping up with it.

We sell fishing tools, and in Louisiana if the tool ends up off-shore, it won't pay local sales tax. If used on land, it is taxable. Tax exemptions apply to an address, but we're shipping to same address regardless of where customer ends up using the product.

My best solution was to simply make another Ship To, same address as the main one, but only to use it for orders where parts are destined for off-shore, and to give that Ship To a tax exemption.

Is there a better way to do this?
Can you see any potential issues with doing it this way?

We're on version 8.03.409a.
