Save state of a UD Form

I am trying to save a UD Form in s specific state so that my dashboard is below the field form.
I want it to look like this:

but after I close and re-open I get this:

I want the tool tracker dashboard to stay below so we can see both at the same time. I have tried to move the dashboard up a level and it still will not look right.

I think the way I have done this before is to open the screen, do a personalization, save layout. Then open up that personalization in developer mode and save it as a customization.
