As stated in the other posts, your Approval Person needs to be setup as a buyer. You can then adde Authorized Users to perform thoses task as well.
In our scenario our CEO controlls these limits. The CEO does not do any physical buying, but is setup as a buyer and assigned to all buyers as the Approval Person. I then assigned the COO and CPO as Authorized Users of the CEO's buyer ID. Remember, the Authorized Users come from the list of Vantage Users you have setup. I then have a BPM that fires of an email when something needs approved. If the CEO is not available one of the other 2 are notified, by the email, and can log into Vantage with their ID and perform the approval process. Works well for us.
