I got SMTP Code:0 No SMTP Connection when SMTP Virtual Server service has stopped.
Check IIS manager if SMTP Virtual Server is runnig.

We have a problem with Global Alerts Email Process. We receive error SMTP Code:
0. After restart AppServices error keep showing and emails are not going out.
