Some options:
1. psexec (via sysinternals)
e.g. psexec \\targetComputer -c dtexec.exe <package>
2. Programmatically (VB.NET or C#) via Sql Server Agent:
http://msdn.microsoft.com/en-us/library/ms403355(SQL.90).aspx
3. With a Web Service wrapper and lots of options:

Subject: [Vantage] so i got my first working SSIS package made and...
How do I get an end user tool out there. The individual prepares his flat file and then goes into sql manager and..thats the sound of madness! I read something about possibly launching packages remotely through a web service. I dont have any experience creating web services and have only ever done a couple console applications (something else I read in conjunction with this solution). How does everyone out there handle that? Or is this something that should always remain in the hands of a DB administrator?
