I have noticed that issue and changed it to make sure it goes through IE. No dice with that alone though.

I have seen the same issue with not Epicor related SharePoint. In my case the difference is the browser... The browser will allow for modifications with Internet Explorer (I have version 10) and will download a file when using Chrome.
So maybe setting the pc to use internet explorer (IE) as default browser might fix your problem.
