Is there a way to do a BAQ that includes all on-hand inventory for every company?

Yes, create a BAQ with the “Cross Company” checkbox enabled, then add the Part Warehouse table (or Part Bin table) to the query. The display fields would be Company - with the grouped flag ticked, then you would create a calculated field using the formula SUM(OnHandQty)
