Is there a way to mass approve labor entry?

There is not a standard way, I am aware of, but it is pretty easy to make an updateable dashboard for this.

Do you own the Time Management Module? If so, you should have a Time & Expense Approval program (Service Management | Time Management | General Operations), where you can mass approve labor detail records, by highlighting multiple rows and clicking approve.
