It’s true that the data is deleted and recreated, but isn’t it every time generate PO suggestions (or MRP in association with that) run? So, SugPODtl has the data, but it will be trashed and recreated per generation.

Yes, every run of MRP or Generate PO Suggestions repopulates the affected tables. The PartDtl table is an aggregate of the DEMAND side of the equation (all sales order demands per part, all job material demands per part, etc), while the SugPODtl and JobHead (and related) tables store the individual SUPPLY sides of the equation (PO suggestions, Job suggestions).
