Vantage 6.1 - Install.log access

I am on Vantage 6.1 and have installed it on over 30 machines without a glitch. For some reason I now have 2 PC's that won't connect to the Vantage/Progress database (Could not connect to server for database.......error 0 (1432). If I use Windows-Explorer, I can get to all the files and database just fine.

When I try to uninstall I get an error - "Could not open INSTALL.LOG" and it won't let me uninstall.

Anybody have a suggestion before I pull out the little hair that I have left?
