Is your new server Windows Server 2008 by chance? There is an unsupported registry fix related to Java that we had to implement to get the Progress Explorer Tool to launch on Server 2008. We are on 8.03.xxx though, so this may not be your issue, but that was the same error I received. There is an Answerbook file on EpicWeb. But the registry key is HKEY_CURRENT_USER\Software\Microsoft\Java VM\EnableJIT. Ensure the value is 0.
