You have to specify a log file when the job is submitted, otherwise,
one is not generated. The usual path
is "drive:\epicor\mfgsysdata\userfolder\logname.txt".
Where can I find the MRP Log File and is this something I need to "turn
on" to generate?

On the Process MRP screen, there is a "LOG:" field that you to fill in
to create the log file. You don't need to specify a path or file
extension as the file by default is saved to the
MFGSYSDATA\Reports\username folder and the system adds ".txt" to your
entry.

You specify the path/name of the MRP logfile right in the MRP process submittal form.

Make sure the path is a path the system agent is set up to (and has rights to) access.

Typically, these logs dump into default vantage server subdirectories which means potential users likely won't have access.
