Cindy,
You may have come across another known bug.
We have a circumstance where when an employee reports a partial qty
complete through MES end-production- activity the system completes the
operation. We notified Epicor of this issue a couple of months before our
go-live that this would be a tremendous hardship on our company and we
were told by multiple Epicor representatives that we would receive a "one
off" fix for this before our go-live.
We went live on May 26th and still have the problem. Check with support to
see if you have stepped into this same pothole as we have.

Question for any users that utilize the cut lists. Is is normal for a job requirement to drop off the cut list just when only a partial quantity of the job has been completed?
