The only time this field populates with a date is when you are creating a job from scratch...Job Entry>File>New Job. If you use the Planners Workbench in creating a new job fulfilling demand...the create date does not populate.
If you want to track the date in which Jobs are created...you have to setup a BAM on the JobHead table. Then write a BAQ pulling from the ChgLog where the ChgLog.TableName = JobHead
