I have always matched the -n value in the Startup.pf to the setting in the
PET. I can't seem to find anything to back this up. I know the default -n
value (if missing) is 20. I did find this on the Progress website if it
helps:

EXPLANATION:
The database might be starting with a different value for -n than what
you specified in the startup parameter.
SOLUTION:
Check the database log file at the time stamp when the database was
last started. Look for a line similar to:
09:57:13 BROKER 0: Maximum Number of Users (-n): 51. (4260)
Does the value for -n (in this case 51) match what you specified in
the startup parameter?

Yes the database would have to be restarted after making a change to the
startup.pf file. What is the full context of your "out of licenses"
message? Does it have a Progress error number attached to it? If it is
(748), it wouldn't hurt to add the -n value to the startup.pf file to see if
that resolves your issue.

Explorer Tool?
"Maximum Users" I have that set @ 96 users.
I checked the startup.pf file in progress and the "-n" parameter was absent.
I may be operating on a wrong premise that this is all taken care of in the
PET.
Question....if I set the -n value at 96 in the startup.pf file, do I need to
stop and restart the db?
