Vantage non-meaningful part numbers

If anyone that is using non-meaningful part numbers could answer
this question, I would appreciate it...did you program Vantage to
assign the numbers, or are you manually assigning and keeping track
of them?
If you programmed Vantage, is it something that an in-house IT
person can handle or does it need to be done by an Epicor technician?
