What is the best way to display the Next Operation on a Job

We have a BAQ to get the first non complete operation but, it doesn't always pick the correct record. We are on version 9.05.605 and have a Progress data base and from the call I logged with Epicor - the first record in chooses in the BAQ is determine by the sysrowid not by any sort by Assembly/Operation sequence. Believe me we have tested this out to be true but, is fixed in a newer version. It doesn't happen all the time but, enough to be irritating.

I would like to write a BPM and just wondering if anyone has done this already and could provide some direction.

We don't always make sure a previous operation is complete.

Any help would be appreciated since we can not use a BAQ.
