What is the proper method to track hours and costs related to a job that doesn't produce parts?

Are we handling our research and development projects correctly in epicor?

Currently we make a sales order and a job for a stocked part number, named project #123, then the employees clock in to the job for a total of about 500 hours before the job is closed with no pieces completed and no pieces going into inventory.

I researched into project jobs instead of manufacture jobs, but it will not let me clock in hours to that job.
Is there a better way?

You can put in hours into a Phase job in a Project Job, you can also track labor against a job without reporting quantity. However this sounds like an indirect labor?
If nothing is being produced where do you want this cost
