Don't forget to also lock down the Clear Password option field.
This would prevent the users (which I know you trust) to going into a user
account with security access and creating another account with security
access.
Granted that user with the reset password would possibly notice the issue
(assuming they still work at the company)

Thinking along the same lines... you could possibly do something with field
security, locking down the Security Manager Field to Read Only.
