The BAQ test results are run from the BAQ designer, not the BAQ
Report designer. Therefore, the BAQ test results are only limited to
the criteria setup in the Phrase Builder wizard, and are oblivious to
the filter settings on a BAQ Report.
My problem was with the output of the BAQ Report. Records not
matching the filters were still showing up.
It turns out that the field I selected for filtering was in a table
linked as an outer join. After fixing the joins, all is well.
