Sounds like it might be a good application for an Alias table. Where you link to the same table but give it another name (like BOMTOP or something). Then tailor the keys linking to it to force a specific level.

Hello everybody
We have a RB report that pulls out non-purchased costs on a job per
subassembly. The subasm's are usually a BOM level 3, 4, etc. Now
management wants a report that will collect the costs grouped by the
corresponding BOM level 1 subasm. Does anybody know how we can drill up
to the related level 1 subasm from a level 3 or 4 subasm? I've been
trying to use the Parent field in the JobAsmbly table but I haven't been
able to get it to work.
