We found that by locking the schedules and qtys on jobs, the 'bogus' suggestions went away. For what ever reason the Purchasing side does not seem to have the same functionality.

8.03.409 here and we have a lot suggestions that seem "bogus".
Manual locking on PO's has provide limited improvements.
Job suggestions in the planning workbench are worse.
Locking on jobs seems to have no effect on the suggestions that we consider "bogus".
I am a little reluctant to lock all PO releases and/or Jobs with a BPM.
So, what we've ended up doing in the short term is making custom reports that only display certain types of suggestions.
I'd sure like to hear more.
