Calculate ABC codes only calculates C and adds it to a warehouse

We’re trying to get started with cycle counting, and ran into a weird problem right away when running Calculate ABC Codes.

Calculate ABC Codes only applies C. If C is marked as Exclude From Cycle Count, or its Stock Valuation Percent is 0, or A and B are increased to 100, C is the only ABC code applied.

I eventually noticed that there was an entry for C on a warehouse record. Odd, it wasn’t there before. I deleted it and ran Calculate ABC Codes again. C is always added to the warehouse record by Calculate ABC Codes if it does not exist. If A and B are added to the warehouse record, they are never used regardless of how any parameters are set.

This seems wrong. Am I overlooking something? Is something broken? I’ve run all of this in Pilot and didn’t get these results, but we’re SaaS, so Pilot is different.
