Can dashboards be configured to allow end user to resize various sections? This is available in classic (and virtually every other windows-based UI). Attached image: arrows indicate dividers which users should be able to drag and relocate.

Actually the best option here might be a dedicated layout tab. Go to the home page and edit your layout. Add a new tab, and insert your BAQ in that tab. Now you can edit the size and shape of that BAQ using the layout grid. You can even add more layouts. However, once you save it, the position is locked, and cant be changed without editing the layout again.
Right. Windows is a different window model than the web. Web screens are meant to adapt to the containers they are in (desktop, tablet, phone) which is done with scrollbars in Windows.
