Cannot Access This Menu Item

In Epicor 9.05.606 we have a dashboard that most people in the company can open, but some get the following error:

Error Detail
============
Cannot access this menu item: Purchasing Authorized Shipment


Inner Exception
===============
Invalid NavControl settings


Does anybody know what causes this?
