Dashboard as an Advanced search problem

We have a dashboard that is set as and advanced search, it works for most users, but some get this error when they try to open it. Which is not making sense as the Dashboard is on a general menu that all users have access to.
Menu ID Ice.UI.Dashboard is not valid for the current user.

Does the dashboard utilize a BAQ that hasn’t been shared? Make sure your users can use BAQs.

Yes, the BAQ is shared, and some users can access it and others can’t it is very odd.

I have a ticket into Epicor.
