Default crap rates for operations

Is there a way to set a default scrap rate for an operation? In the engineering workbench if I change an operation the scrap percent goes back to 0, is there a place to set that by operation so that it goes to a percentage set on an operation?

Or is that something that needs to be done by BPM?
