when I create customer shipment entry, I got the following error. First I thought it could be a BPM. but I checked there is no BPM related to the pkg weight x height x width.
can anyone tell me where to set up this validation. pkg W x H x W must have value. there is no customization involved. I tested as base mode.

Go to Extended Properties screen, pull up the table those fields are in and see if they were marked as required there.
You have most probably selected a packaging code in the shipment, which does not have dimensions setup. Setup the dimensions in MatMgt>Shipping Receiving>Setup>Package Code

Can you share a screenshot of the packing code dimensions setup?
EDIT: If the package code is set to Prompt you should enter the values in the Shipment, in your screenshot behind the error box I can see the dimensions are 0.
If the package code is set to Set Value, I believe the values are copied to the Shipment and fields are disabled.
