I have a module Time & expense app which is separate license. Can we add more menus to it, i mean custom menus. Does it mean any agreement violation?
You can add custom menu items to it. Use Menu Maintenance to do so.

No. Epicor module licenses are “additive” in that each module just “adds” to your current license structure. The Time and Expense module just opens additional applications and related processes in the entire Kinetic application.
Adding custom menu items to the web-based broswer-centric Kinetic is through Menu Maintenance, as @knash indicates… but if you are speaking about the phone/tablet apps downloaded from your favorite App Store that’s a different story. Altogether.
