I tried setting start to start on the second op. Made no difference.
This is such a complicated thing, that not knowing every single piece of the puzzle means it will never be solved. There are settings at the Company, Site, MOM, Job, Resource Group/Resource, Operation, Capability, Part, and more that I am sure I am forgetting. Sometimes, just pulling different levers until you get what you want and then backtracking is the best way to figure it out.

Are you forward scheduling? Or are all of your jobs priority set to Immediate?
We are backward scheduling. All of our jobs are set to normal priority.
