I like the idea of flagging first articles affected by ECN's if the
first article could be generated automatically, is this possible? If so,
how?

I think seeking a technology (BPM or customization) based solution to enforce such a policy might prove daunting and not worth the effort.

Why not just make sure it is indicated on your ECNs (whether they are ECO workflow notification email forms, hard copy, etc.,).

Production Control (or whoever does this at your company) would be notified/instructed to manually edit the pertinent OpSeq details of 1st scheduled Job impacted by the change so the appropriate Ops require some 1st pc inspection qty.

Unless you have an overwhelming number of ECNs and potentially impacted Jobs, this is likely best handled via a people/policy based solution (and not an IT solution).
