It does affect which ideas get dumped as unpopular

Expired: Idea is getting old and musty, and there was not enough votes for it to remain out there… each team has their own expiration requirements… for Kinetic it is 1 year with < 5 organizations, or 2 years with < 10 organizations interested… this might change in the future.
