Ghost license

Since this is such a rare occurrence, my suggestion would be to uninstall Progress from his box and reinstall it. It won't take that long. Finding out why this happened would be nice, but if it happens so rarely, or never, it's no worth the time.

I have a user who improperly shutdown his PC (XP Pro) with Vantage (5.1)
open and his session did not release on the server. I disconnected his
session in ProMon and now he when he tries to logon it tells him there
are maximum users logged on. I know for a fact we are not using our
maximum amount of licenses. I also have come to find he can logon with
his ID on any other computer but his. Any other user ID will work on
his computer but his. I have never seen this problem be related to a
single computer and user ID. Has anybody experienced this before?
Support has told me they have never seen this before either. Any help
would be appreciated.

I'm assuming you ditched the files in his local vantage working directory
already?

I've never seen this problem.

You may have an application license lock being held by the SYSTEM user. You
will need to have support send you a program to run in Vantage Basic. I
think it is SYSURS52.R we have this problem from time to time and that
program fixes it.
