This issue has been discussed on this forum somewhere else also. We had the same issue. Basically the workaround is to duplicate an existing tracker (one that you want to customize) that comes with Epicor. Then on this duplicated menu item use the program type as Kinetic App and make appropriate selections and then apply your customization layers to it. The layers can be common between entry and tracker.
This is how we made our Customer, Part and Supplier Tracker read only with customization layers applied.
