The only other thing I can add is I have had weird behavior when the size of the form or group has been changed to make room so I can move things around. As with your experience I could never get things to behave and had to go back to a clean starting point. Even manually adjusting the form back to its original size wouldn't help.
it seemed to have something to do with either the form's, group's or button's anchor settings (left, right, top, bottom). When the form launched it seemed to want to work with the anchor settings to adjust locations based on them since the customization was changing the size of the form. That looked to throw off my adjustments to the button locations. As I mentioned to get things straightened out I had to go back to a clean start and then carefully move things without changing the size of the underlying form/group. in one case I remember doing something in the load event as mentioned by another poster.
