I have a good amount of experience with E10, but not so much with how MRP works. I am currently helping a sister company with their newly implemented Epicor Kinetic MRP issues (among other things).
I’ve checked all the settings I can think of. What am I missing. Why is the system telling us to buy (or make in the case listed below) after we need it?
More than likely, your manufacturing lead time is longer than the time before the orders are needed. If it takes a month to manufacture the parts, and the parts are needed next week, there is nothing that can be done.
If you really want the dates to line up, you could allow for scheduling before today. 
Then you will have operations starting in the past but your dates will line up, although they are still not achievable.
Well, you set a min on-hand of 1,000, which is why it’s creating the unfirm jobs. The second job has a qty of 1,000 because that’s your minimum lot size.
Only weird thing I see is that it’s creating two unfirm jobs when, given your days of supply, it should be generating one job for 3,000EA. Was this Net Change or Full Regen? Did you tell it to keep existing unfirm jobs?
