MRP: forecasts en tered for material BOM parts are not consumed

Any interested MRP users,

Here's an enhancement suggestion to consider supporting. Please note that
you can use this "onsume forecast"feature even if you do not utilize MRP.
Basically, I was putting forecasts in for known raw material needs while
BOMs for new parts were being created. I wanted to get a jump on ordering
material instead of waiting for BOMs and Jobs to create requirements.

To my surprise, when jobs for these new parts were finally created, their
raw material requirements did not consume the forecasts I had entered
resulting in double requirements.

Detailed Summary

A user would like the system to have functionality added to make material
part forecasts be consumed by job demand requirements on the Time Phase.
Similar to how Sales Order release lines will consume forecasts for the main
part.

Steps to Reproduce
--------------------------------
1. Put a part on a BOM as a material requirement or subassembly.

2. MRP > General Ops > Forecast Entry. Enter forecasts for the part.
These show as requirements for the part on the Time Phase.

3. Enter SO's for the BOM's main part. Then run MRP Processing,
Full Regeneration.

4. Demand requirements are created for the material part on the
Time Phase. But they keep adding to total requirements along with the
forecasts.

5. A user would like to see these demand driven requirements for
the material parts also consume/offset the Forecasts in a manner similar to
how Sales Orders consume/offset forecasts for the main part.
