MRP not moving passed Process Step and not creating Trans order

we are having an issue in our test system trying to Manually run MRP to create demand from a quote created at our retail store to our manufacturing facility

Steps

Create quote
load all lines into quote
convert to Order and create job
run mrp

this is what it looks like stuck in system:

This is driving us crazy because we are trying to track the cost from quote to cash and we cannot move beyond this point. Any insight would be GREATLY appreciated.
