You can put a shortcut to the program into the STARTUP folder for that user.

You can plop a registry entry in:

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Run

Just copy the format of the others in there. You can make similar entries
under the user-specific registry branches, but I don't know the path right off.

done this but know it can be done.
If you can get this to work it will do what your boss wants.

I can't test this myself right now, but older versions of windows used to
let you start programs by putting a "run=" line in the startup section of
the win.ini. Can anyone confirm that this works or does not?

The other thing you can do is to add a new string value to the registry
HKLM\Software\Microsoft\Windows\CurrentVersion\Run. This works great for
editing peoples machines where you want to force the execution of a program
at during login. Placing items in the "Startup" folder can be bypassed by
the users simply by holding down the shift key during login (or they just
delete out the icon shortcuts). Items in this registry setting are still
started/run.
