Off Topic: Outlook 2002 Forms

I am trying to create a custom TASK form to attach to a public folder on an
exchange 5.5 server from within Outlook XP (2002). When I try to open the
default task form (Standard Forms Library) in design mode the first tab
(TASK) does not seem to be editable. I thought if I opened the TASK form in
design mode made a few changes to the form and saved it back as a different
name in the Organizational Forms Library it would be available to the public
task folder. If I open the default "message" form from the Standard Form
Library all tabs are editable? Is this a permissions issue? I am logged in
as admin. Why does this only happen with the TASK Form? Thank you in
