I am wondering how to migrate data from on-premise version to Cloud.
Do we need to use DMT? or we can backup and restore to cloud?

DMT is your friend. Epicor also offers a service to do this. I would suggest you contact your CAM and seek out a competent consultant.

If you are moving the entire database, Epicor has a tool and process to migrate your entire on prem database to the cloud.
DMT would be used for moving pieces of your data.
