(OT) Outlook removing .exe files

There is a work around that I have used before. If you receive a e-mail with
a blocked attachment in outlook you can import that e-mail into outlook
express and then have access to it. It's kind of a pain but that way you
don't have to turn down your security and you know what the file is before
it can cause any harm if it where a virus.

Can anyone tell me how to disable Outlook from stripping attachments. We
are using Outlook 2000 SR-1 on clients and Exchange 5.5 SP4 on the server.
This just started happening and I can't seem to find the setting to disable
it. The message on the email says "Outlook blocked access to the following
potentially unsafe attachment: " Any help would be appreciated.
