Sorry, to further clarify, I believe the setting you want to look at is
"Load and unload device drivers", I'm looking on an XP box right now, but
2000 and XP "should" be the same as far as security settings go.
In Local Security Settings, Expand the Local Policies folder, then select
User Rights Assignment. In here should be a list of different system
security settings, one of them called "load and unload device drivers",
normally this option is only granted to the "Administrators" group; what you
want to do is Double-click it, and then click on the button labeled, "Add
User or Group", here you can add individual user accounts or groups to this
system option.
This way you won't need grant anyone Administration access to that machine.

Look for something in your administrative tools called "Local Security
