Just to update, it was actually a migration from 9 to 10 issue and running the 1250 conversion on the User Run Conversions screen fixed the problem.

This conversion will encode values in payroll tables with the E10 encoding mechanism.

A payroll security violation has been detected!  Please notify the payroll manager to review the authorized user list for pay class (Default Pay Class 1).

Anyone know how to make someone a payroll manager when there is no access to the payroll manager module because no one is a payroll manager?
