Robert is correct, those tabs are only enabled if you have the AMM module.

I can't seem to setup an employee to have access to the Material tab,
or the Shipping tab. I have checked the appropriate boxes in Shop
Employee setup. We do not have the Advanced Materials Management
Module. Could this be the problem, or am I missing something? - Les

Good Question. I was just looking there myself today and didn't have access to those tabs - even though the employee had checks in those boxes. I'd love to know the answer.
