After you install the utility, it will put a little icon in your system tray
(looks like a white C with a blue center). If you right-click on that icon
and select 'Parameters', you'll get the list of all the applications it is
hacking wheel mouse support for ('Sample' will be there by default). To set
it up for Vantage, go to 'Program', 'New', fill in a description, and set
the path to prowin32.exe. Now that should cause all applications that use
prowin32.exe to use the wheel mouse hack (the shortcut you launch from does
not matter).

In case the Outlook Address Book thing is a problem for you too, I found
that telling it to take over for all of Outlook.exe was a bit too much
(since most of Outlook worked fine with the wheel mouse). I instead opted
to have this utility only step in for the address book window. That is
accomplished by unchecking the 'Path' box, checking the 'Window Title' box,
and filling in whatever the title of the window is that is broke (I belive
it was 'Select Addresses').

When I contacted Vantage they said that the scroll wheels do not work
in Vantage

Kinda crazy cuz I tested on this computer and it works fine.... It must be
a new tech support strategy...can't figure it out deny that it's a
feature...lol

I was having a similar problem under XP. The problem occurred for me
both in Vantage and in Outlook address book. I found this software to
resolve the issue:

http://www.ardamax.com/info_mwc.html

For Vantage, set the application to be V:\Progress\bin\prowin32.exe
(where V is the drive to your Vantage install). Not an ideal fix, but
it works.
