From my understanding, there is a new feature in 10.1 to do exactly this. You can buy the long leadtime materials on a planning contract, receive them into a bin that is tied to the contract and then consume them into the job from the planning contract.

Hi,
I was wondering if anyone has any ideas on good ways to manage pre-ordering job materials before the job is engineered and released. Since we are an engineer to order shop, the methods for most jobs aren't completed until a few of weeks before the job is actually due. This leads to problems with purchased components with long lead times (motors and gearboxes). We would rather not order them to inventory because they are specifically going to the job, but we can't order them to the job on the P.O. because the job in it's completed form doesn't exists at the time of order. Is it possible to link up P.O.s afterwords to the correct MTL seq on a job if the P.O. is created before the material is asked for by the job? Right now we are looking at ordering to inventory and then manually manipulating the job to pull from inventory on non inventoried parts.
